This painting, which is largely based on the Golden Light of the Most Victorious Kings Sutra (Skt. Suvarṇaprabhāsaôttama-sūtra; Ch. Jin guangming zuisheng wang jin; J. Konkōmyō saishōō kyō), was produced for a Buddhist ceremony held at Kōfukuji Temple to pray for rain. There is an ink inscription at the uppermost portion left by the high-ranking monk Kyōkaku (1395–1473), the abbot of the Daijōin cloister at Kōfukuji Temple. It includes an account of the circumstances behind the mandala’s production.
