This is an example of an oshidashibutsu, a Buddhist image created by hammering a pattern into a thin bronze sheet, which is a technique known as repoussé. The principal Buddha sits upon a pedestal, forming the Zenjō-in, meditation mudrā, with its hands. It has been theorized that this is an image of Miroku (Skt. Maitreya) who often appeared in this form in latter half of the 7th and early 8th centuries, but the identity of this Buddha is not certain.
